Call Me Maybe sold more than 110,000 copies in the second week since its release, outselling Bieber's new single, Boyfriend, by two to one.
Gotye was a non-mover at number three with bestselling single Somebody That I Used To Know, while Justin Bieber's own mentor, Usher, was a new entry at number four with his latest offering, Climax.
Nicki Minaj rounded out the top five with Starships.
Meanwhile Adele continues to break more records. Her album rose two places to return to no. 1 in the Official UK Albums Chart.
Her album, 21, has now spent a total of 64 weeks in the UK chart and has overtaken the likes of Dire Straits and David Bowie by holding a no. 1 position for 22 weeks.
Last week's chart-topper, Nicki Minaj, dropped down to number two with Pink Friday: Roman Reloaded, while the number three spot was taken by new entry, Alabama Shakes and their album Boys & Girls.
Jessie J climbed four places to fourth position with Who You Are, and Emeli Sandé's Our Version of Events remained unchanged at number five.
